The Key Change

The bill amends § 11-47-10 to create a conditional permitless carry pathway. A resident 21 or older who is not prohibited from possessing a firearm may carry a concealed handgun without a permit if they: (1) hold a valid NRA instructor qualification certificate no older than four years, including a passing score; (2) hold a current pistol/revolver safety certificate or hunter safety certificate issued or recognized by the RI DEM; and (3) carry a valid government-issued photo ID and present it immediately on demand by a law enforcement officer. Standard permit restrictions still apply to prohibited persons and locations.

What It Means for Gun Owners

Qualified Rhode Island residents would no longer need to navigate the current may-issue permit system to carry legally. The bill preserves training requirements – it is not constitutional carry – but removes the discretionary permit approval process that allows licensing authorities to deny applications without clear justification. Gun owners who already hold NRA certifications and DEM safety credentials would be immediately eligible.
