H7754 amends § 11-47-11 to eliminate Rhode Island’s recognition of out-of-state concealed carry permits, ending any reciprocity for non-resident permit holders who currently may apply for a Rhode Island permit.
The Key Change
Current law allows a person 21 or older with a bona fide U.S. residence and a valid out-of-state concealed carry permit to apply for a Rhode Island carry permit. H7754 removes that provision entirely. It also requires that Rhode Island residents apply for permits only through the town where they have a bona fide residence or place of business, and adds a confidentiality provision restricting disclosure of permit holder information.
What It Means for Gun Owners
Out-of-state permit holders who currently carry legally in Rhode Island under the existing reciprocity pathway would lose that ability. Rhode Island residents would be locked into applying only in their town of residence, with no alternate pathway. The confidentiality provision on permit records is a neutral change that protects permit holder privacy.
