Bill Analysis

H8075 requires every firearm owner in Rhode Island to carry a $1,000,000 liability insurance policy or lose the right to own their firearm. It is entirely new law with no existing statute to amend.

The Key Change

H8075 adds a new section to Rhode Island’s Liability Insurance chapter (27-7-8). Any individual who owns a firearm must obtain and continuously maintain a liability insurance policy of at least $1,000,000 covering damages from any negligent acts involving that firearm. Failure to maintain the policy results in immediate revocation of all ownership privileges.

What It Means for Gun Owners

Anyone who already owns a firearm would have 30 days from the bill’s effective date to obtain the required coverage. Insurance must be kept where firearms are stored and shown to law enforcement on demand during any lawful encounter. The exemption applies only to active duty law enforcement and military personnel.

Penalties:

  • Immediate revocation of any license and all privileges to own a firearm upon failure to maintain coverage
